On September 23, at the headquarters of the Ministry of Industry and Trade, the meeting on the allocation of import tariff quotas for sugar products in the auction procedure in 2022 was held with the participation of representatives of the Vietnam Dairy Association, The Vietnam Beer, Alcohol and Beverage Association and companies registering for sugar import tariff quotas in the auction process.

Speaking at the opening session of the 2022 Order, Deputy Industry and Trade Minister Tran Quoc Khanh, Chairman of the Council, said that in 2022, implementing the instructions from the government leaders, in addition to applying defensive measures, will ensure trade a fair competitive environment between in Domestically produced sugar and imported sugar, based on consensus and consensus of the relevant ministries, according to the authority assigned in the Foreign Trade Control Law (Foreign Trade Control Law 2017), Minister of Industry and Trade issued Circular No. 11/2022/TT-BCT of June 27, 2022, which provides for the allocation of tariff quotas for sugar imports by auction.

In order to organize the allocation meeting in 2022, the Minister of Industry and Trade issued Decision No. 1569/QD-BCT of August 5, 2022 on the Establishment of the Council for Allocation of Import Tariff Quotas for Imported Confectionery in Auction Procedure and Decision No. 1649/ QD-BCT of August 22, 2022 on the amount and timing of allocation of import tariff quotas for sugar products in the auction procedure in 2022.

According to this, the import tariff quota for sugar allocated in the auction procedure in 2022 is 113,000 tons, of which 79,000 tons are raw sugar and 34,000 tons are refined sugar.

According to the Council President, on June 15, 2021, the Minister of Industry and Trade signed and promulgated Resolution No. 1578/QD-BCT on the Application of an Anti-Dumping Tax and Official Anti-Subsidy Tax to a Range of Products from the Kingdom of Thailand and Resolution No. 1514 /QD-BCT of 1 August 2022 applying measures to prevent circumvention of trade defense measures for a range of cane sugar products (imported from Thailand) imported into Vietnam from Kingdom of Cambodia, Republic of Indonesia, Lao People’s Democratic Republic, Malaysia and the Federal Republic of Myanmar).

“Therefore, traders who have been allocated tariff rate quotas for importing sugar by auction in 2022 will continue to be subject to official anti-dumping and countervailing duties when importing sugar originating in the Kingdom of Thailand.” According to Decision No. 1578/QD-BCT, when they imported from the countries mentioned in Decision No. 1514/QD-BCT, they may still be subject to anti-circumvention tax,” Deputy Minister Tran Quoc Khanh told the newspaper.

Deputy Minister Khanh also suggested that traders present at the auction, especially traders participating in sugar import tariff quota registration through this auction method, should pay attention and make a decision.

The session on the allocation of tariff quotas for sugar imports in the auction procedure in 2022 will be conducted under the principle of publicity, fairness and transparency, with testimony and supervision by representatives of ministries, sectors, traders and agencies and media.

Mr. Tran Thanh Hai, Deputy Director of Import-Export Department and Member of Assignment Council, said that in 2022, 09 companies will submit their bids. However, on September 21, 2022, 01 companies applied to leave. The remaining 08 companies will ensure that they meet all valid criteria to participate in the auction, of which 06 companies will register for raw sugar import TRQs and 02 companies will register for import TRQs.

After a period of earnest, urgent, fair, public and transparent work, Mr. Tran Thanh Hai, on behalf of the Council for 2022 Sugar Import Tariff Quota Allocation by Auction Method, announced a list of 07 companies to be allocated 109,000 tons of 109,000 ton import tariff quotas sugar in 2022.

There are 05 companies that have been allocated tariff quotas for the import of raw sugar and 02 companies that have been allocated tariff quotas for refined sugar.

Specifically: 05 companies will be allocated 79,000 tons of raw sugar according to tariff quotas, including: Vietnam Sugar Joint Stock Company 20,000 tons, Thanh Thanh Cong Bien Hoa Joint Stock Company 20,000 tons, Bien Hoa Consumer Goods Joint Stock Company Hoa 20,000 tons, Bien Hoa – Ninh Hoa Sugar Company Limited 14,167 tons, Quang Ngai Sugar Joint Stock Company: 4,833 tons.

02 companies will be allocated 30,000 tons of refined sugar under the tariff quota, including: 20,000 tons of Suntory Pepsico Vietnam Beverage Company and 10,000 tons of Coca-Cola Vietnam Beverage Company.
