Export is possible thanks to disease security

In recent years, Binh Phuoc is one of the places where livestock farming has been developing rapidly, both quantitatively and qualitatively, in terms of scale and organization of production. Livestock breeding has developed into a raw material-producing industry and increasingly accounts for a large part of the agricultural structure of the province. Parallel to raising livestock, Binh Phuoc has always been interested in building disease-free breeding areas and facilities (ATDB).

According to Mr. Tran Van Phuong, deputy director of the Ministry of Agriculture and Rural Development in Binh Phuoc, the construction of disease-free breeding areas and facilities (ATDB) in the province is overseen by the Ministry of Agriculture and Rural Development, the Ministry of Agriculture and Rural Development, supports animal health, the provincial party committee and the provincial people’s committee takes care of them and closely guides them. The provincial People’s Committee has issued many documents ordering the implementation of animal disease prevention and control measures and the construction of areas, breeding facilities for ATDB and construction of areas, animal safety facilities and safe production chains for export.

Specifically, in accordance with the policy of the Provincial Party Committee and the Ministry of Agriculture and Rural Development, the People’s Committee of Binh Phuoc Province issued Decision No. 1633/QD-UBND of September 7, 2022, approving the disease-free development project for breeding areas Animals in Binh Phuoc Province in 2021-2030.

The project identifies the goal of successfully establishing a livestock and poultry disease-free breeding area in accordance with Vietnamese regulations and World Organization for Animal Health (OIE) standards for 11/11 districts and cities. , City of Binh Phuoc Province.

With these efforts, 40 ATDB-approved chicken farms for Avian Influenza (CGC) and Newcastle, 2 ATDB-approved duck farms for CGC and Duck Cholera have been established up to now in Binh Phuoc province. There were 6 districts and cities in Binh Phuoc Province recognized as ATDB for Poultry by Department of Animal Health.

This is one of the key bases for an investment company in Binh Phuoc province, CPV Food Co., Ltd – a member of CP Vietnam, authorized by Japan’s Ministry of Agriculture, Forestry and Fisheries to export processed chicken to the country and exported on 25 October the first batch of chicken to Japan.

Besides poultry, Binh Phuoc also promotes the construction of ATDB area and pig breeding facility, and has initially formed a chain of export-oriented pork production of Japfa Comfeed. The construction of ATDB agricultural land and facilities in many other provinces also creates favorable conditions to promote the export of animal products.

According to Mr. Nguyen Truong Giang, Director of Dong Nai Animal Husbandry and Veterinary Sub-Department, the construction of ATDB areas and facilities has supported disease control through vaccination and disease surveillance, strengthened the veterinary network, and also supported supply chains, facilitating the export of chicken meat and Eggs, especially Koyu & Unitek Co., Ltd.’s export-processing chicken meat chain. Exports an average of 250 tons of chicken to Japan every month.

Promote the construction of disease-free livestock breeding areas and chains

According to the Ministry of Animal Health, the whole country currently has 2,210 ATDB regions and institutions in 55 provinces and cities with 4,125 times ATDB certification for 20 diseases, including: 1,687 (times) certified farms, livestock areas the ATDB; 2.386 (meeting) Certification of ATDB pig production facilities and areas; 52 (times) certification of other cattle farms and areas (still valid).

In order to promote the export of animal products, the Ministry of Agriculture and Rural Development will continue to promote the establishment of ATDB breeding regions and chains in the coming period.

Specifically, the Ministry of Agriculture and Rural Development has developed the “National Plan for Implementation of the Capacity Building Program of the System of Specialized Veterinary Management Agencies at All Levels, Period 2021-2030” and submitted it to the Prime Minister for consideration and approval. in component 1 “Strengthening the capacity for the management and control of zoonoses and zoonoses, period 2022-2030” aims to develop regions and chains for disease-free breeding (ATDB) of cattle and poultry for domestic consumption and export.

Accordingly, about the poultry production area ATDB for CGC and Newcastle disease according to Vietnam regulations: Build 6 districts of Binh Phuoc by 2023; by 2025, the construction of 11 more districts in Binh Duong, Dong Nai, Tay Ninh and Ho Chi Minh City; By 2030, maintain the districts in the southeastern provinces that have achieved ATDB while establishing ATDB zones in other places in the southeastern region and in Dak Nong and Lam Dong provinces.

Regarding ATDB poultry production area for CGC and Newcastle disease according to World Organization for Animal Health (OIE) standards: Construction of 4 districts of Binh Phuoc by 2025; by 2030 construction of 6 more districts in Binh Duong and Dong Nai provinces; have a concrete plan and roadmap for implementing the ATDB without vaccination from 2026.

Regarding livestock areas ATDB according to Vietnamese regulations: Maintaining 4 districts of Binh Duong Province ATDB against foot-and-mouth disease (FMD) and swine fever (DTL); Build four more districts in Binh Phuoc province by 2025, at least two districts in Dak Nong and Lam Dong ATDB for FMD and ASF. Simultaneously, developing and implementing African swine fever (ASF) and Blue Ear surveillance programs and plans in 8 districts of Binh Duong and Binh Phuoc provinces to establish ATDB for ASF and Blue Ears in these districts from 2026.

Regarding the construction of ATDB livestock areas according to OIE standards: By 2025, the construction of 4 districts of Binh Duong ATDB for FMD and HFMD; build 4 more districts of Binh Phuoc by 2030 to achieve ATDB for FMD and ASF; Development of ATDB for HFMD and Green Ear Disease in Binh Duong and Binh Phuoc provinces (for districts with ATDB for FMD and HFMD).

Deputy Minister Phung Duc Tien said that building an ATDB is one of the most important solutions to proactively prevent epidemics. Especially as we deeply integrate into the world economy and implement new generation free trade agreements, if Vietnam wants to participate in the global livestock product supply chain, it needs to be open and transparent about the chain: livestock production from seed, feed and disease prevention, pre-treatment , processing…

The promotion of the development of regions and cattle chains ATDB not only serves to prevent animal diseases, secures the supply of animal products for the domestic market and promotes exports.

Also in component 1 of the above programme, the Ministry of Agriculture and Rural Development has set targets for the export of animal products by 2020. Accordingly, it will maintain and increase the export volume of processed chicken meat in Japan, Hong Kong and 5 Eurasia countries of Economic Union, and at the same time negotiated exports to Korea, Singapore, UK, EU and China.

Maintaining and increasing the volume of processed poultry eggs exported to Hong Kong, Singapore, Japan, Taiwan, Australia and the United States; Negotiations to export commercial chicken eggs to Korea, Taiwan and Hong Kong.

Negotiations on export of frozen pork to Malaysia, export of processed pork products to China. Negotiate the export of milk and dairy products to Malaysia and Indonesia while upgrading at least 5 factories for export to China.

Negotiations on exporting honey and honey products to Japan, Thailand and other markets. Negotiations on exporting bird nests to China.
