Speaking at the forum “Promoting Trade in Agricultural, Fishery and Aquatic Products between Vietnam and China’s Guangxi Province” recently organized by the Ministry of Agriculture and Rural Development, Mr. Secretary of the Vietnam Association of Seafood Exporters and Producers (VASEP) said , that in 2018 – 2022, Vietnam-China seafood trade has grown the most in the main markets. From the 3rd position, China has risen to become the second largest seafood import market in Vietnam after the United States.
128 PRODUCT LICENSE FOR EXPORT
According to Mr. Nguyen Hoai Nam, among Vietnam’s 7 seafood products exported to China, the most popular are shrimp, crab, salmon, squid, pollack, cod and pangasius. Shrimps are China’s most imported product, at a rate of 24% by volume and 41% by value. Frozen seafood accounted for 93% of volume and 89% of import value.
Regarding the export situation in the first two months of 2023, Mr. Nam said that seafood exports reached US$662 million in February after a steep drop in January, up slightly by 4% from the same period in 2022.
However, in the first two months of 2023, seafood exports only topped $1.1 billion, down 26% compared to the same period in 2022.
From the above results, Mr. Nguyen Hoai Nam suggested that there is a need to strengthen trade promotion and trade between domestic enterprises and Chinese places. At the same time, we must also support and expedite the approval of documents for companies registering to export seafood to China. In particular, agencies need to update and provide information about the needs and regulations of the Chinese market and locations for Vietnamese companies.
Director of the Department of Quality, Processing and Market Development of Agricultural Products (Ministry of Agriculture and Rural Development) Mr. Nguyen Nhu Tiep said that the registration of aquatic product export is entirely through the One Stop Trade System (CIFER) through the General Administration of Customs of China (GACC). Up to this point, 805 Vietnamese companies have been licensed by China to export seafood to China. Currently, China has issued 128 product codes for Vietnamese seafood.
Regarding the export of live seafood to China, Mr. Tiep said that companies registering to export live aquatic products such as tiger shrimp, Vannamei shrimp, crab and live lobster must be approved by the Ministry of Quality, processing and market development of agricultural Products Products for assessment and certification of food safety conditions according to the regulations of Vietnam and China. Farming and packaging operations must be inspected and certified for food safety and veterinary hygiene conditions and code-coded by the local Agroforestry and Fisheries Agency. Vietnam is negotiating diversification of export products. For now, raw oysters have essentially completed the process, while frozen shrimp and salted jellyfish continue to be assessed for risks.
EXPORT OF FRESH SEAFOOD MEET DIFFERENT
Mr. Tran Van Ut, director of Vi Tuyen Import-Export Co., Ltd., said that for most fresh seafood, the Chinese side has not yet allowed official import into Dong Hung (China), only Vietnam Cai – Dong Hung Market in the form of exporting border residents.
“Currently, according to the regulations of the Chinese side, companies are not allowed to export directly, nor are they allowed to entrust exports to individuals with border residents, nor can they issue e-business invoices to individuals according to the regulations of the tax authorities.
Therefore, companies cannot submit annual accounts to the tax authorities,” Ut actually said, suggesting that the Ministry of Agriculture and Rural Development provide solutions and specific instructions for exporting companies. Importers as border residents, to avoid the tax authorities checking income tax arrears later, companies can not declare.
