The Vietnam Poultry Breeding Association (VIPA) has just sent an official message to the Prime Minister, the Standing Committee of the National Assembly and the relevant ministries and agencies, proposing some solutions to solve the difficulties facing the poultry industry.

According to Mr. Nguyen Thanh Son, President of VIPA, the situation of illegal transport and trafficking of poultry and poultry products across the border to Vietnam in the places located on the same border with countries, especially in the central and southern ones, continues to be complicated in the past period provinces.

Incomplete statistics from VIPA show that tens of thousands of tons of discarded live chickens are smuggled across the border into our country every month.

This is not only one of the reasons for the increased risk of infection with highly pathogenic avian influenza viruses and other dangerous infectious diseases in Vietnam, but also significantly affects livestock farming.

Facing the increasing situation of smuggled poultry and poultry products, the Ministry of Agriculture and Rural Development sent a document to the Ministry of Public Security, the Ministry of National Defense and local authorities on May 4, 2023, proposing to take the preventive measures strengthen. Cases of illegal cross-border movement of poultry, poultry products and animal products temporarily imported to Vietnam for re-export will be exposed and dealt with severely.

However, in order to prevent the situation described above from repeating itself after each end of the campaign by the ministries, branches and municipalities, VIPA suggested that the Ministry of Agriculture and Rural Development should coordinate with the Ministry of Public Security, the Ministry of National Defense and others Organizations and individuals who illegally transport and trade poultry and poultry products across the border regularly and continuously organize inspections, control, prevent and strictly deal with them.

In addition to smuggling, many poultry by-products have also historically been removed at very cheap prices such as drumsticks, heads, necks, wings, skin, gizzards, particularly from laying hens that have been frozen with their heads removed, drumsticks and offal (also known as chewy chicken; these chicken species is not mostly used as human food in developed countries) are still imported in large quantities to the Vietnamese food market. products for people.

On the other hand, there is a paradox that although Vietnam banned the use of ractopamine, cysteamine as growth stimulants and lean animals (160 countries around the world also had similar bans), it produces a large amount of pork, beef and chicken every year in some countries are allowed to use the above two substances for livestock farming, and poultry is still imported into Vietnam.

Meanwhile, in order to export animal products, Vietnamese companies face many strict technical barriers from importing countries, making our country’s animal products weak and vulnerable. They are disadvantaged in the domestic market.

According to the General Customs Office, the annual amount of imported chicken meat has been steadily increasing over the past 5 years and accounts for 20-25% of all chicken meat consumed in our country.

VIPA said that if the above conditions are left unchecked, not only will domestic poultry production become increasingly difficult, but there may also be consequences for the health of Vietnamese consumers.

Therefore, in order to create a healthy and equal competitive environment for domestic companies and breeders, especially without creating the risk of negative effects on consumers’ health, VIPA proposes that the government immediately issue documents restricting the import of meat products from countries that produce meat use, prohibit growth stimulants ractopamine, cysteamine.

At the same time, VIPA proposed to the Ministry of Agriculture and Rural Development and the responsible ministries and branches to immediately implement non-tariff measures to protect poultry production and consumer health.

Accordingly, soon set up technical barriers in a reasonable manner and in accordance with international practices (can refer to the experience of Thailand and some countries in the region) to limit the poultry trade deficit. Poultry products like last time.
