The policy states that the power supply to the economy has been guaranteed for many years, serving as a solid foundation for economic development, attracting investment, and maintaining national security and social stability. However, considering the context of electricity supply in the period 2023-2025 and beyond, there will be many challenges.
The reason is that the hydrological situation, which ensures the generation of electricity by the hydroelectric power plants on the river system, is changing in an unfavorable direction due to climate change; the growing dependence on imported primary energy; Wind power, solar power and other renewable energy sources are still limited; Thermal power plants face many difficulties in expanding investment, while electricity demand continues to grow at a high level, averaging about 8.5% per year, faster than the rate of economic growth. Economical and efficient electricity must be considered as an important and urgently-maintained solution Stability in energy security, sustainable development and economic growth of the country in the coming period.
In this context, the Prime Minister demanded that the whole country must strive to save at least 2.0% of the total electricity consumption annually in the period 2023-2025 and in the following years; reduce power loss across the entire power grid to less than 6% by 2025; Reduce peak load capacity of the national grid by at least 1,500 MW by 2025 through the implementation of power demand management (DSM) and load matching (DR) programs.
By 2030, 50% of office buildings and 50% of residential buildings will use self-generated and self-consuming rooftop solar power (for on-site consumption, not for sale of electricity to the national grid). Aim for 100% LED street lighting by the end of 2025.

In order to achieve the set goals, the Prime Minister’s Directive 20 obliges all organizations and individuals to implement the implementation of electricity saving seriously and drastically.
In particular, ministries, ministerial-level agencies, government-affiliated agencies, provincial people’s committees and central-governed cities, enterprises and mass society organizations need to coordinate with local electricity companies to develop and organize the implementation of electricity-saving plans for them, units that provide an annual Guarantee savings of at least 5.0% of the total annual electricity consumption.
Organizations and individuals that manage and operate public lighting systems and lighting systems for outdoor advertising and decoration purposes must ensure a minimum saving of 30% of the total electricity consumption for the lighting operation in the period 2023-2025. At the same time, energy-saving technology solutions are used in public lighting, and high-efficiency and energy-saving lighting equipment is used for 100% of public lighting projects, preparing for investment in construction, renovation and upgrading.
Restaurants, hotels, commercial services, office complexes and apartment buildings turn off the power of the decorative advertising lighting of the electrical system in the evening or reduce it by at least 50% in accordance with the requirements of the local power company.

Regulations for economical and efficient lighting.
For households, use electrical appliances marked with energy according to the Prime Minister’s Decision No. 04/2017/QD-TTg of March 9, 2017; At home, regularly implement behaviors to use electricity sparingly and efficiently.
For commercial and service companies, the development and organization of the implementation of internal regulations on electricity consumption, rules for the economical, safe and efficient use of electricity in commercial establishments. , Service; Develop plans and scenarios to coordinate with energy suppliers when reducing the load. For manufacturing companies, energy-using establishments with electricity consumption of 0.1 million kWh/year or more shall save at least 2% of the electricity consumed per product unit per year, or save at least 2% of the total electricity consumed in the year, verify and ensure compliance and Compliance with the provisions of the Economic and Efficient Use of Energy Act and legal documents on energy use.
