The Ministry of Industry and Commerce has just issued Decision No. 1704/QD-BCT of July 5, 2023 on the Investigation and Application of Anti-Dumping Measures (CBPG) on Prestressed Steel Cable Products Classified by Codes. HS: 7312.10.91 and 7312.10.99 from Malaysia, Kingdom of Thailand and People’s Republic of China (case code: AD17).
The case was opened for investigation based on the application dossier for the application of anti-dumping measures submitted on August 9, 2022 by a representative of the domestic industry.
Accordingly, the domestic industry accuses prestressed steel cable products from Malaysia, the Kingdom of Thailand and the People’s Republic of China of dumping on the Vietnamese market and dumping activities. This is the main reason that severely hinders the formation of Vietnamese prestressing steel cable production industry.
After the investigation decision is made, the Ministry of Industry and Trade will send an investigation questionnaire to the relevant parties to collect information, analyze and evaluate the alleged contents, including: Company dumping behavior. production and export of the examined countries; identify a significant obstacle to the formation of a domestic manufacturing industry; and a causal relationship between dumping and a significant restraint on the emergence of a domestic industry.
The Department of Industry and Trade will review and verify the information provided by the relevant parties before closing the official investigation into the case. At the same time, the Ministry of Industry and Trade will also hold public consultations so that the relevant parties can directly exchange, provide information and express their views on the case before reaching a final conclusion on the case.
According to the provisions of the Law on Administration of Foreign Trade, the Ministry of Industry and Trade may apply temporary anti-dumping measures in necessary cases based on the results of the preliminary investigation. Therefore, the Ministry of Industry and Trade recommends all organizations and individuals who import, export, distribute, trade and use the examined goods to register as related parties and provide the Ministry of Industry and Trade with the necessary information rights and interests in accordance with the law.
Organizations and individuals can register with the investigating authority as related parties in the case according to the related party registration form issued in Annex 1 of Circular No. 37/2019/TT-BCT dated 29.29.03.2019 The Minister of Industry and Commerce explains a number of content related to trade policy remedies and sends it to the investigating authority at the address below in the following manner: official mail or email.
