On October 13, 2022, the Government Inspectorate issued Resolution No. 396/QD-TTCP to Review Compliance of the State Petroleum Administration with the Law.
The Government Inspector’s decision is based on the provisions of the Inspection Law and the Prime Minister’s Instruction in the Official Message No. 160/CD-TTg of February 22, 2022 on Ensuring the Supply of Goods and Services Gasoline for the Domestic Market.
The Government Inspectorate’s 12-member inspection team, headed by Mr. Duong Quoc Huy, Director of Department I of the Government Inspectorate, will inspect compliance with policies and laws in the work of the State Administration related to petroleum.
Decision 396 clearly states that the inspection team will conduct the inspection in the period from January 1, 2017 to June 30, 2022, if necessary, it can inspect relevant content before or after the inspection period.
The deadline for inspection of the delegation is 60 actual working days in the unit from the date of publication of the inspection decision, excluding statutory holidays.
In addition to government inspection units, heads of ministries and units such as: Minister of Industry and Trade, Minister of Finance; Minister of Science and Technology; Chairman of Members Council, Director General of Vietnam Oil and Gas Group; Chairman of the board, general director of Vietnam National Petroleum Group, chairman of the people’s committees of provincial and centrally-run cities and enterprises are important traders, agencies, units, organizations and individuals. Relevant persons are responsible for the implementation of this decision.
In Decision 396, the Government Inspectorate conducted an inspection at a number of petroleum wholesalers across the country.
In the north, 6 key companies are on the inspection list this time: Vietnam National Petroleum Group; Hai Ha waterway transport company; Military Petrochemical Joint Stock Company; Hai Linh Company Limited; One Member Company Limited – Military Petroleum Corporation; Petro Binh Minh Company Limited.
There are 2 companies in the Central Region, including: Thien Minh Duc Group Joint Stock Company and Hoa Khanh General Trading and Service Company Limited.
There are 7 companies in the southern region: Vietnam Oil Corporation; Xuyen Viet Oil Tourism and Trading Company Limited; Thanh Le Import-Export Trading Corporation – JSC; Dong Thap Petroleum Trading Joint Stock Company; Nam Song Hau Petroleum Investment Trading Joint Stock Company; Long Hung Trading and Service Company Limited; Tin Nghia Petroleum Import-Export Joint Stock Company.
The inspection team also inspected two petroleum production units (PVN has controlling and non-controlling interests), namely Binh Son Refining and Petrochemical Joint Stock Company (Quang Ngai), Nghi Son Refining and Petrochemical Co., Ltd. Thank you Hoa).
