The meeting on the allocation of sugar import tariff quotas in the auction procedure in 2022 is expected to take place on September 23, 2022 (Friday) at 9:00 a.m.

Traders using sugar directly as raw material for production and traders using raw sugar for the production of refined sugar can apply for tariff quotas for imports of sugar (HS code 17.01) sold in the auction procedure (HS code 17.01 ) are allocated.illustration).

In particular, for the allocation of import tariff quotas for sugar products by auction, the Council notifies:

1. Traders can register for import tariff quotas for allocated sugar in the auction procedure in 2022

Traders using sugar directly as a production material and traders using raw sugar to produce refined sugar can apply for sugar import tariff rate quotas (HS code 17.01), which will be allocated through the auction process. Through which:

a) Traders using raw sugar to produce refined sugar can only apply for tariff rate quotas for raw sugar imports.

b) Traders using sugar directly as a production material can only apply for tariff quotas for the import of refined sugar.

2. Type and amount of sugar tariff quotas allocated in 2022

a) Tariff quota for raw sugar imports: 79,000 tons.

b) Tariff quota for imported refined sugar: 34,000 tonnes.

3. Starting Price, Deposit

a) Starting price: 1,700,000 VND/ton.

b) Price step: 50,000 VND/ton.

c) Advance payment: (initial price x quantity of sugar import tariff quota) x 10%.

4. The place and time for the sugar import tariff quota allocation meeting in the auction process in 2022

a) Venue: Boardroom of the Main Office of the Ministry of Industry and Trade (Address: 23 Ngo Quyen, Hoan Kiem District, Hanoi).

b) Time: 9:00 am, September 23, 2022 (Friday).

5. Dossier on registration of import tariff quotas for allocated sugar in the auction procedure in 2022

a) The dealer named in sentence 1 may only send a sealed briefcase that clearly shows the following content on the outside of the briefcase:

“Dossier on the registration of the import tariff quotas for sugar allocated in the auction procedure in 2022; name trader; Dealer’s detailed contact details (address, telephone number, fax number, email address)”.

b) The briefcase contains:

– Price list (drafted according to the form attached, issued together with Circular No. 11/2022/TT-BCT of June 27, 2022 of the Minister of Industry and Trade, which provides for the allocation of import tariff quotas for sugar products by auction method). The coupons are placed in a separate sealed envelope with the merchant’s signature on the edges of the envelope in a sealed file pouch.

– Business Registration Certificate or Business Registration Certificate or Investment Certificate or equivalent paper: 01 copy, certified and stamped as a faithful copy of the trader’s original.

– Documents certifying the payment of the deposit to the account of the Ministry of Industry and Commerce: 01 copy, certified by the dealer and authenticated with a stamp.

6. Where can I get documents?

Traders can send documents by mail or submit them directly to the Ministry of Industry and Trade Headquarters (Address: 23 Ngo Quyen, Hoan Kiem District, Hanoi). The date of receipt of the application depends on the official notification of the Ministry of Industry and Trade.

7. Deadline for receipt of documents

From August 30, 2022, 8:00 a.m. to September 15, 2022, 5:00 p.m.
