By the end of May 26, 2023, Electricity Trading Company (EVNEPTC) completed negotiations, signed protocols and initialed a Power Purchase Agreement (PPA) with 40/40 investors proposing a temporary price of 50% of the base price. maximum price. There are 19 transition projects (or sub-projects) approved by the Ministry of Industry and Trade and signed PPAs.
In addition, there are 16 grid-connected transition projects that have been and are being tested. Five transition projects have completed testing and are conducting COD procedures for commercial power generation.
19 transitional projects have been accepted by the relevant state administrative bodies for works and structures. Twenty-six transition projects have received power operation licenses for the entire facility and part of the facility.
So far, however, there are still 32/85 renewable energy transition projects with a total capacity of 1,576.05 MW that have not yet submitted documents to EVNEPTC to negotiate electricity prices and electricity purchase and sale contracts.
In view of this fact, the Ministry of Industry and Trade concluded that the finalization of the legal documents for the issuance of electricity licenses has not yet received due attention from the investors, causing delays in the preparation and submission of electricity bills to the competent authority.
On the other hand, there are many investors who violate the legal provisions on planning, land, construction investments, etc., so they have not followed the legal procedures and cannot negotiate the price with EVN. Even some investors have been asked to amend their documents since the end of March 2023, but after two months they still could not make any amendments.
Deputy Minister of Industry and Commerce Dang Hoang An said that the Ministry of Industry and Commerce has instructed EVN to complete the temporary price negotiations with all investors of transition projects for wind and solar energy by May 27, 2023, and to submit them to the ministry for industry and trade for approval and at the same time complete the procedures for signing electricity purchase and sale contracts.
Mr. Dang Hoang An also reiterated three key views on how to deal with problems in renewable energy projects in line with the Prime Minister’s directive. This means that when solving problems, the legal provisions must be strictly observed; be regulated in a spirit of “harmonious benefits and shared risks”; reasonable electricity prices and transmission costs.
“This is the time when investors urgently need to complete procedures and submit documents so that the electricity price agreement will not be extended, the time for these projects to be commissioned will be reduced, and the economic problem will be solved step by step. business of companies”, stressed the leader of the Ministry of Industry and Trade.
