The people have not actively declared livestock farming

According to the provisions of the Livestock Law and Circular 23/2019/TT-BNN-PTNT, all organizations and individuals who raise livestock are required to report their livestock activities to the municipal-level People’s Committee. The declaration is made from the 25th to the 30th of the last month of the quarter.

However, at the time of the review in the first quarter of 2023, there are currently 5/13 districts and cities in Ha Tinh Province that have not yet issued declarations, including: Nghi Xuan District, Vu Quang District, Ha Tinh City and Da Nang City. Ky Anh Township and Hong Linh City.

Data on animal production activities of farms and households are filed with the municipal people’s committee, which are not aggregated and reported, and there are no regulations and instructions on how to report the data to the implementation organization to the district and province at what time.

“Currently, the penalty for reporting violations for small and medium livestock is up to VND 10 million and VND 15 million for large livestock. However, many farms do not pay much attention to this content, even ignoring regulations that make it difficult for specialized authorities to manage and direct livestock and prevent disease,” Hung said.

In his opinion, the sub-department will continue to work in the near future to raise awareness and responsibility of local authorities and growers, and to highlight the rights of farmers to make declarations so that they can implement them voluntarily.

In addition, it advises supervisors on specific instructions for synthesizing and reporting declaration results at all levels in order to monitor and manage animal husbandry activities more accurately and effectively.

Disease management is number 1
