Logistics is a part of the supply chain that includes all the work related to goods, including packaging, transportation, storage and preservation until the goods are delivered to the final consumer. In two places, Quang Binh and Quang Tri, both have advantages in logistics development, having both seaports and international border gates and convenient traffic conditions.
QUANG BINH IS DEVELOPING THE ECONOMIC ZONE OF THE CHALO INTERNATIONAL PORTAL INTO A LOGISTICS CENTER
The Quang Binh Provincial People’s Committee has just released a plan to develop logistics services by 2030, aiming to make the province a logistics service focus in the north-central region.
According to the plan, Quang Binh Province is concentrating resources on building infrastructure for synchronous logistics services and calls for investment in logistics center in Hon La Economic Zone; Improve the supply capacity of logistics companies in the province and attract flows of goods through border gates and seaports.
The province is also prioritizing the development of the economic zone at the Cha Lo International Border Gate into a logistics center on the East-West Economic Corridor, a transhipment point connecting northeastern Thailand, Laos and Vietnam with other countries. Countries in the Greater Mekong Region.
To achieve this goal, the Quang Binh Provincial People’s Committee reviews and adjusts relevant plans and plans for land, construction, transportation, etc. in line with the logistics development plan; Integrating logistics services into the industry development strategy, ensuring the synchronization of infrastructure and production structure in line with socio-economic development goals and tasks.
Make a list of projects in priority areas to require and attract investment. The focus is on investing in a Grade II logistics center in Hon La Economic Zone to improve the connection efficiency between Quang Binh Province and Quang Binh Provinces and Laos Provinces, Northeast Thailand, Myanmar.
Quang Binh Province also fully mobilized all resources and actively invited business investors to develop synchronous infrastructure, giving priority to attracting investment in the development of Quang Binh’s logistics infrastructure toward connectivity. The horizontal east-west axes are connected to the longitudinal axis national roads, highways, Ho Chi Minh Road, railway and Hon La Seaport.
At the same time, the province’s major enterprises in the fields of mineral mining and processing, building materials, clothing exports, processing of agricultural products, aquatic products, furniture, etc. will be promoted and supported. With an advanced export supply chain management model, Quang Binh Province is calling and attracting domestic and foreign logistics service companies to open local offices and representative branches, thereby establishing a leading position in the market . Leader in the provincial logistics services market.
There are currently a number of companies in Quang Binh province, luring goods from Laos and northeastern Thailand through the Cha Lo International Border Gate to Hon La Port and vice versa. However, the connection and development of the logistics services market is still limited, so this service sector has not brought high added value.
EAST-WEST ECONOMIC COROR DEVELOPMENT STRATEGY OF QUANG TRI LOGISTICS SYSTEM
Information from leaders of Quang Tri Provincial People’s Committee: This place also focuses on attracting investment in logistics in the border gate and seaport areas to become a center for transhipment of goods in the region and to other countries in the world. East-West Economic Corridor by 2030.
Quang Tri has strengths in logistics system development as it is located at the exit point towards Vietnam on the route of the East-West Economic Corridor, National Highway 9.
The East-West Economic Corridor connects with the under-construction My Thuy Deep Sea Port and the Cua Viet Seaport, and intersects with the transport artery system along the North-South axis such as National Highway 1A, highways and expressways. North-Southeast, coastal road. There are also two international road border gates along the Quang Tri East-West Economic Corridor, including Lao Bao and La Lay.
The seaport of Cua Viet currently has the capacity to handle over 1.1 million tons of goods per year. Investments are being made in the logistics infrastructure of the seaport through the expansion of quays and shipyards. By 2024, the expansion of Cua Viet Port to an area of over 11 hectares should be completed. My Thuy Seaport in Southeast Quang Tri Economic Zone has a total investment of VND 14,200 billion with 10 berths and an area of 685 hectares; Phase 1 is expected to be completed in 2025. In addition to receiving ships of 100,000 tons, My Thuy Port also has a system of quays and shipyards to tranship goods from countries such as Myanmar, Laos and Northeast Thailand through the international gate. La Lay Temple.
The infrastructure of the Lao Bao International Border Crossing has essentially met the requirements of goods clearance. Currently, the two provinces of Quang Tri and Savannakhet (Laos) are coordinating the implementation of the pilot project to build the joint cross-border economic and trade zone Lao Bao – Densavan, the implementation of which is expected in 2024. This project was developed and is being carried out. Many domestic and foreign companies will be attracted to conduct surveys, investigations and warehouse infrastructure investment proposals in the area of Lao Bao International Border Gate. According to the draft of the Lao Bao-Densavan Joint Cross-Border Economic and Trade Zone Construction Pilot Project, the infrastructure investment capital structure mainly comes from enterprises, expected to be about 70-80% in the form of: public-private partnership (PPP).
La Lay international border gate infrastructure is insufficient for customs clearance of goods, especially coal imports from Laos to Vietnam, which increased dramatically from late 2022 to May 2023. This is because investments in infrastructure modernization have been fragmented, patchy and delayed over time. Therefore, the Quang Tri Provincial People’s Committee has asked the central government to pay attention to infrastructure upgrade investments while investing in the construction of National Road 15D, which will soon connect this border gate with My Thuy seaport.
In addition to border gates and seaports, Quang Tri Province also attracts with logistics investments in the southeastern economic zone of Quang Tri. The logistics and logistics service center project in Hai Que Township, Hai Lang District, Southeast Quang Tri Economic Zone has an investment capital of over VND 2,000 billion, a size of nearly 71 hectares, implemented in 2020-2025.
The completed project will become a service center for freight forwarding and warehousing, shipment monitoring, customs services and goods transportation from producer to point of consumption.
