Abolition of the quarantine contents for aquatic animals participating in fairs and exhibitions

At the request of the Director of the Department of Animal Health, the Minister of Agriculture and Rural Development has decided to remove the published content related to administrative procedures “Quarantine for aquatic animals participating in fairs, exhibitions, competitions and competitions.” Sports competition, art performance;

Inspection and certification of the quality of imported animal and aqua feed” is regulated by Resolution No. 2474/QD-BNN-TY of the Minister of Agriculture and Rural Development of June 27, 2019 on the notification of administrative procedures to be changed supplemented in the field of veterinary medicine at the governance of the Ministry of Agriculture and Rural Development, including:

Contents in Part I (Record of Administrative Procedures): Serial Number 32.33, Section A (Central Level Administrative Procedures); Contents in part II (specific contents of the individual administrative procedures): ordinal numbers 32, 33, section A (central level administrative procedures).

The Minister of Agriculture and Rural Development has also decided to implement the transitional provisions contained in Section 2, Article 3 of Circular No. 9/2022/TT-BNNPTNT of August 19, 2022 of the Minister of Agriculture and Rural Development amending and supplementing some articles of the Circular on the quarantine of land animals and animal products.

Register for quarantine of imported land animals and animal products

Regarding the registration of quarantine of imported terrestrial animals and animal products; Registration for inspection and quality certification of imported animal feed and aqua feed: Prior to importation of animal feed and aqua feed of animal origin, the commodity owner must submit quarantine registration dossiers to the Department of Animal Health in one of the following forms: through the National Single Window or Postal Service or Public Mail Service, or by E-mail, fax and subsequent sending of the original document or in person. .

Within this 5 working period, from the date of receipt of a valid dossier, based on the quarantine situation, disease surveillance management system and veterinary sanitary supervision of the exporting country, the Department of Animal Health issues a quarantine instruction document sent through border gates to commodity owners and animal quarantine posts.

If animals and animal products are imported from a country or territory registered for import into Vietnam for the first time, or from a country or territory with a high risk of animal diseases, the Department of Animal Health must conduct a risk analysis in accordance with the provisions of carry out Article 43 of the Veterinary Medicine Act.

As for the certification procedure, before the goods arrive at the border gate, the goods owner sends a series of documents to the animal quarantine post at the border gate.

Within 1 working day from the date of receipt of the valid dossiers of the quarantine declaration of animals and animal products, the animal quarantine office at the border gate decides and notifies the registration organization or individual quarantine about the place and time for conducting the quarantine.

The surveillance and quarantine period is suitable for each animal species and disease to be tested, but must not exceed 45 days from the date of the start of isolation and quarantine.

Consignments imported for the production of samples weighing less than 50 kg are exempt from the exporting country’s quarantine certificate and from taking samples for inspection.

For imported animal and aqua feedstuffs of animal and vegetable origin, the Animal Health Office organizes the implementation of the quarantine and the state quality inspection and commissions the Animal Health and Plant Protection Office with the coordination of the inspection.

The components of a quarantine dossier for animals and animal products include: An application for a quarantine declaration in accordance with Form 3, Annex V, issued together with Circular No. 25/2016/TT-BNNPTNT; Quarantine certificate from the exporting country (exempted when importing a consignment of animal products as a sample weighing less than 50 kg);

In case the quarantine dossier is checked at the same time for the quality of imported animals, aquatic and aquatic feed, including: Certificate of registration/quarantine declaration and quality inspection and certification of imported animal and aquatic feed of animal origin (Form 20 Annex, issued together with Circular No 09/2022/TT-BNNPTNT);

Quarantine certificate from the exporting country (exempted when importing a consignment of animal products as a sample weighing less than 50 kg);

Purchase contract; delivery notes; purchase and sales invoices; the quality analysis result sheet issued by the exporting country for the consignment; manufacturer’s product label; the published standard copy of the importing organization or individual (for quality control of animal feed);

Copy of the contract, list of goods (if any); Copy (with certification of the importer) bill of lading, invoice, import goods declaration (if available); If applicable, quality certificate from the exporting country (quality certificate, test results); Certificates of origin (if any), photographs or descriptions of goods with mandatory content displayed on product labels and auxiliary labels (if the main label does not have the mandatory content); CFS free sale certificate (if available) for the quality inspection of aqua feed.

The agency that conducts administrative procedures is the regional sub-division of animal health or the sub-division of animal quarantine of the department of animal health, or a specialized provincial-level veterinary management agency authorized by the department of animal health (the Animal Quarantine Authority of Vietnam).
