Accordingly, the Ministry of Agriculture and Rural Development of Hai Phong proposed a mussel farming area covering an area of 1,534 ha, and the authorities will consider and arrange arrangements for 89 people who have been cultivating mussels in the sea area of Hai Phong city The room became counted by the districts, has a list of administrative offenses and 194 registered people assigned to the sea area without collecting money, new registration, joint declaration and registration list of the district people’s committees.

Due to the limited area of the sea area, temporary consideration has not been given to regulating shellfish farming demand for 50 permanent residents outside of Hai Phong city, who are not on the list of violation statistics. The Tien Lang District Head Office and 1 provincial permanent resident outside the agricultural area were evicted and did not voluntarily comply.
The Ministry of Agriculture and Rural Development of Hai Phong also proposes to set up a marine area for permanent residents in Tien Lang District for aquaculture (mussel farming) without charging any fees, in accordance with Item a, Section 2, Article 44 of the Fisheries Law 2017. whose main source of income is based on income from aquaculture certified by the People’s Committee of the commune in which he/she has permanent residence.

At the meeting, Mr. Nguyen Van Tung — chairman of the People’s Committee of Hai Phong City — essentially agreed with the draft disposition plan proposed by the Ministry of Agriculture and Rural Development, pointing to additional treatment of cases of non-compliance with security and order and environmental protection, non-compliance with the obligation to pay rent.
Mr. Nguyen Van Tung tasked the Hai Phong City People’s Committee Office with coordinating with relevant departments and agencies to complete the plan for early approval and implementation.
According to Decision No. 4181/QD-UBND of December 9, 2022 of the People’s Committee of Hai Phong City approving the location, boundary and area of aquaculture (mussel farming) area in Tien Lang District by 2030, there will be agricultural sites on Xuong Ca Trong Islands , Xuong Ca Ngoai, Tran Chau and Nam (Vinh Quang Township, Tien Lang District) with a total area of about 1,900 ha.
This area has its eastern border bordering the East Sea; Tien Lang District Forest Protection and Development Planning Area adjacent to the west, adjacent to Thai Binh Province to the south; to the north it borders the planning area for the construction of a sand barrier dike line in the south-west area of the Van Uc River Canal.
Authorities are working with a household that illegally farms mussels.
This decision of the Hai Phong City People’s Committee is made based on the current legislation and on the basis of opinions from the Ministry of Natural Resources and Environment, the Ministry of National Defense, the Ministry of Public Security, the Ministry of Foreign Affairs and the Ministry of Agriculture and Rural Development – Rural Development, Ministry of Transport and People’s Committee of Thai Binh Province on the location of the boundary of sea area used for shellfish farming in Hai Phong city.
In cases where the usage fee is charged, the sea area for aquaculture (cultivation of mussels) is divided into 3 groups according to point a, sentence 3, article 44 of the Fisheries Act 2017.
Group 1 are people who have permanent residence in Hai Phong city, have or breed molluscs in Hai An, Kien Thuy, Tien Lang districts, whose cultivation areas have been cleared, or have liberation policies, who voluntarily comply with the liberation policies.
Group 2 are out-of-province permanent residents whose agricultural lands have been vacated in Hai An, Kien Thuy and Tien Lang districts who voluntarily comply with the policy of eviction, and residents of Hai Phong city in the other districts operates mollusc farming, has the breeding area cleared and voluntarily complies or voluntarily undertakes to do so.
Group 3 are permanent residents of Hai Phong City who have registered the need for mollusc rearing in the sea area of Tien Lang District.
