Mr. Tran Cong Tam, director of Quang Binh Animal Husbandry and Veterinary Subdivision, said that Quang Trach District has cut veterinary staff at the community level. Given the current complicated epidemic situation, the lack of a community-level veterinary system poses great difficulties in disease prevention and control in livestock herds.

Mr Tam also said that since Quang Trach is an agricultural place, this reduction needs to be given due consideration. The development of animal husbandry is a great demand from people. When there is no veterinary system at community level, farmers are always concerned and unsure about the development of livestock and farms.

With this in mind, the Ministry of Agriculture and Rural Development of Quang Binh has prepared a project to consolidate and strengthen the veterinary system at all levels in the spirit of National Assembly Resolution 100 of November 27, 2019 and the Veterinary Medicine Law. , including the establishment of veterinary breeding stations in counties, cities and townships on the basis of previous stations (before their transfer to the people’s committees of counties, cities and townships).

According to Mr. Mai Van Minh, Director of Ministry of Agriculture and Rural Development in Quang Binh, the aim of the project is to ensure a lean and centralized organization. In order to make best use of resources, increase efficiency and improve the quality of animal disease prevention and control activities, it is necessary to strengthen the grass-roots veterinary surveillance system capable of performing tasks.

After preparing the project, the Ministry of Agriculture and Rural Development of Quang Binh has held consultations with the people’s committees of districts, cities, departments, departments, branches, etc. Accordingly, opinions generally agree with politics. Mr. Nguyen Van Thanh, chairman of the Quang Trach District People’s Committee, said, “Although the district agricultural service center runs a service, the district must always support the financing of epidemic prevention, so this is no different from receiving a salary from the bank.” However, the management and coordination of the veterinary offices with the agricultural services is now very difficult and delayed. Therefore, the establishment of new breeding stations in veterinary medicine is appropriate to the current situation.”

During the exchange, Mr. Dinh Tien Dung, vice chairman of the Tuyen Hoa District People’s Committee, said he fully agreed with the policy of re-establishing a veterinary breeding station. Whether it is separation or merger, there should be close, regular and timely coordination between the provincial people’s committee and the subdivision of animal husbandry and veterinary medicine to ensure that the task is well accomplished.

On the same subject, Nguyen Van Thuan, head of the Ministry of Agriculture and Rural Development of Quang Ninh District, said, “In merging the district veterinary station with the agricultural service center, the work encountered many difficulties in carrying out the tasks. , passive because the center has no state administrative function. The reestablishment of the veterinary breeding station will certainly be more effective and convenient.”

As part of the project to consolidate and strengthen the veterinary system at all levels, which, as before, replaced 7 veterinary breeding stations, the apparatus was reduced to only 5 stations. These are the veterinary breeding stations of Le Thuy, Quang Ninh, Dong Hoi City, Ba Don and Minh Hoa.

The Ministry of Agriculture and Rural Development of Quang Binh completes the project and submits it to the Ministry of Interior to submit to the Provincial People’s Committee for approval and examination to make appropriate adjustments so that the animal husbandry and veterinary machinery can work effectively.

The Quang Binh Provincial People’s Committee agreed and tasked the Ministry of Agriculture and Rural Development with organizing staff for animal husbandry stations on the existing payroll. At present, the units of the Ministry of Agriculture and Rural Development are understaffed and it is difficult to withdraw staff for the stations. Therefore, the implementation of the project must not be possible after 2026, as Quang Binh will not hire any more officials from now on.
