Amidst difficulties, but under the close and drastic guidance and direction of the Provincial People’s Committee, directly the Department of Agriculture and Rural Development, the support of departments and agencies at all levels, the results achieved are still very satisfied.
The overall picture highlights the bold role of Nghe An’s Plant Protection and Cultivation Sub-Department, the extension of the province’s agricultural sector. Over the past year, the unit has successfully completed its professional duties, effectively advising in accordance with the functions, tasks, goals, plans and projects assigned to it, thereby contributing to the overall success of production, especially agriculture, as well as the country’s economic development.
The sub-department has advised the Ministry of Agriculture and Rural Development to issue 3 crop production plans, 7 pest control plans (3 options for agricultural crops, 1 plan for forestry crops, 1 plan for assessment and inspection) and an award for testing pesticide residues on vegetables , tubers and fruit; 2 options for building a system of tanks for collecting pesticide bottles and packaging in 2 districts of Yen Thanh and Do Luong); advise the department to submit to the provincial people’s committee to issue 11 notices focusing on the prevention of pests and diseases of the spring crop of 2022 …
The sub-department also achieved many positive results in terms of the transfer of scientific and technological advances in organizing training courses and the synchronous application of technical measures to build an orange production model that ensures food hygiene and safety. By applying 14 training sessions to 420 farm households, the economic efficiency in the field increased by an average of 3,000,000 – 7,500,000 VND/ha compared to the traditional production method; organized 4 training courses on rice integrated pest management for 120 farmers, 20 courses on survey methods, detection, prediction and pest control for 600 grass-roots officials; Trained 700 farmers to use pesticides safely and effectively…
In the “Agriculture 4.0” trend, the development of organic agriculture, clean and sustainable agriculture is the goal and task that the entire industry is striving for. The option “Build a system of collection tanks to handle packaging and bottles of crop protection products after field use to educate people about the harmful effects of pesticide residues on people and the community in Yen Thanh District in 2022” by Nghe An Sub -Department of Cultivation and Plant Protection shows this policy even more clearly.

According to the Plant Protection Agency, the use of pesticides is becoming wilder and more difficult to control. From 2000 to now, our country uses 35,000-100,000 tons of pesticides every year, with the amount of pesticide bottles and packages accounting for 10-15% of the total weight of commercial medicines.
Especially in Nghe An every year, over 300,000 hectares of all kinds of crops are cultivated, 300-400 tons of pesticides are consumed, and 25-30 tons of pesticide bottles are dumped on the fields, impact on human health and the environment of the community…
Based on the above practice, the Nghe An Plant Protection and Cultivation Sub-Department’s plan is expected to effectively resolve and manage outstanding issues. The program will be applied in 12 communes in Yen Thanh District, on this basis 1,112 tanks will be built to collect and treat packaging and bottles with pesticides after use, equivalent to 1,112 positions in the field.
The first signal is very good, but for the program to spread further, a clear role for local government, and above all the responsibility of farmers, is needed in addition to involving specialized bodies.
In the 2023 plan, the sub-department will actively implement the seasonal production project to timely advise the Ministry of Agriculture and Rural Development.
