Nghe An has a coastline of over 82 km, a water area of 4,230 sq nautical miles, along the coast there are 6 streams, convenient for ships to enter and anchor to avoid shelter. The sea is considered an important gateway, a bridge for carrying out international exchange and integration activities of the locality.
With the available potential, combined with practical support policies, especially with the drastic direction of the central and local governments, Nghe An’s marine economy has seen remarkable development in recent years, the fishing industry’s share of the fishing industry was 63.64%. The fight against illegal fishing (IUU) made a significant contribution to the overall result.
After almost 5 years of implementing the Prime Minister’s Directive 45/CT-TTg and implementing the EC recommendations to combat IUU fishing, Nghe An Province has developed a methodical and focused roadmap and plan that is firmly guiding and implementing. This gradually eased the pressure and largely resolved the problems and shortcomings identified by the MARD missions during previous inspections.

The most obvious is the shift in attitude among fishermen. Instead of being passive and missing the spirit of cooperation, most have now changed their minds, always proactively inform before entering/leaving the fishing port and comply with the recording and filing of fishing logs according to the regulations.
The effectiveness of monitoring and management is also largely due to the awareness and responsibility of fishermen. The inspection found that most vessel owners have installed equipment to monitor the vessel’s progress; registration, registration of fishing vessels and issuing of fishing licenses are well implemented and guarantee 100%; Inspection, inspection and surveillance activities in the estuaries and at sea of the groups and delegations take place regularly and continuously, despite many challenges in the performance of their professional duties (the means of transport are not guaranteed). limited budget, etc.).
The implementation of the Prime Minister’s Directive 45/CT-TTg and the implementation of EC recommendations to combat IUU fishing in Nghe An province has made positive progress, but this is not possible.
In fact, the installation of VMS devices (specified in Government Decree No. 26/2019/ND-CP) has not achieved the expected results, the rate is still low; The situation of fishing vessels losing connection to VMS equipment, especially fishing vessels losing connection for more than 10 days is still common, the handling is not strong; Violations in fishing activities are still ongoing (storage of power tools for fishing; fishing in wrong area; captains and engineers have no certificates, no identity papers when fishing…).

In order to overcome this problem, Nghe An Fishing Industry will thoroughly understand and strictly implement the assigned tasks under the leadership of the Standing Committee of the Secretariat, the Prime Minister and the Head of the National Steering Committee on IUU in the coming period. and the Department of Agriculture and Rural Development’s direction and guidance on measures to combat IUU fishing, overturning the EC’s ‘yellow card’ warning.
In particular, the focus on the implementation of the tasks in Prime Minister’s Resolution No. 1077/QD-TTg of September 14, 2022 approving the project “Prevention and Deterrence of Illegal and Unreported Fishing According to the Regulations by 2025” has decided to aim for sustainable fisheries development .
