Vietnamese Minister of Agriculture and Rural Development Le Minh Hoan is on an official working visit to Laos from December 27-29.
On the occasion, Minister Le Minh Hoan and Lao Minister of Agriculture and Forestry Phet Phomphiphak had an official meeting, exchanged information and set orientations to promote agricultural cooperation between the two countries in 2023-2025.
MANY COMPLETED PROJECTS WERE GREAT ADVANTAGES
In evaluating the results of agricultural cooperation over the years, in the implementation of projects from the Vietnamese government’s assistance to Laos from 2017 to 2021, 7 projects were approved, of which 1 project was approved, which the project was assigned to the Lao side for the implementation; 6 projects will be implemented by units of the Ministry of Agriculture and Rural Development of Vietnam with a total capital of VND 254.1 billion.
So far, 4 projects have been completed, handed over and put into operation, including the construction project of Hua Phan Province Agricultural Technical Service Center (capital of VND 39.4 billion), the repair project of two pumping stations for Dong Phu-xi and Thaphanong-phong Irrigation Works, Capital Vientiane (with a capital of VND 61.4 billion), agricultural production zoning project into two provinces of Hua Phan (number capital of VND 46.6 billion), upgrading and repairing project of Nam Loong Irrigation Plant, Xop District Construction, Province Hua Phan (capital: VND 49.3 billion)”.

The General Department of Irrigation of Vietnam and the Laos Department of Irrigation have cooperated in many areas such as: B.: Provide irrigation projects using Vietnam’s auxiliary funds; Assist Laos with studies and irrigation planning.
The Vietnamese side has assisted the Lao side to train human resources at University of Irrigation, University of Forestry and Vietnam Academy of Agriculture. In addition to the long-term training courses, the General Departments/Institutes/Schools organize short-term training courses in irrigation, animal husbandry, veterinary medicine, etc. for Lao staff every year.
In terms of quarantine and plant protection, both sides worked closely together, regularly met and coordinated to exchange information in plant quarantine work. In particular, the two sides agreed to implement well the “one-stop, one-stop” inspection model at the border gate between Lao Bao (Vietnam) and Densavan (Laos).
In the field of forestry, both sides continued the commitments under the Memorandum of Understanding between the Ministry of Forest Protection of Vietnam and the Ministry of Forest Inspection of Laos; Coordination of information exchange in the process of inspection, verification and licensing for companies related to import and export activities of CITES species; Raising awareness of new species added to CITES.
Laotian Minister of Agriculture and Forestry Phet Phomphiphak appreciated the support and cooperation of the Vietnamese side in a variety of areas, from agricultural planning and irrigation to technology transfer, staff training and coordination in the field of agriculture and agriculture Forestry, such as , crop protection, animal husbandry, veterinary medicine, irrigation, forestry and fisheries. Extensive cooperation activities between the two sides have created favorable conditions to promote economic development, trade and investment in the agricultural and rural areas of both countries.
“With Vietnam’s past cooperation and support, Lao agricultural sector has made steady progress to ensure the set goals of food security, development of key agricultural products and commodities, forest protection and development, rural development and poverty alleviation. We look forward to Vietnam’s continued cooperation to promote agricultural and rural development in Laos in the coming period,” Minister Phet said.
GOING TO FOUND AGRICULTURAL BUSINESS ASSOCIATION OF VIETNAM – LAOS
Minister Le Minh Hoan informed the Lao side about the sharp changes in Vietnam’s agriculture and rural areas recently, especially after the Central Committee issued a new resolution on agriculture and farmers. , Rural Areas and the Prime Minister announced the Strategy for Sustainable Agriculture and Rural Development by 2030 with a Vision for 2050.
Vietnam’s agriculture is changing from a production mentality to an agricultural mindset, from single-value to value-added integration, strengthening cooperative relationships, connecting value chains, developing agricultural product processing, and developing tourism to activate rural economies. In addition to economic development, Vietnam focuses on developing responsible, ecological, low-emission and sustainable agriculture.
“The two sides must strengthen cooperation on cross-border resource management between the two countries on forest development, combating deforestation, illegal exploitation of forest products, inspection and control of cross-border imported and exported timber, and financial control of resources and wildlife borders. This is an area in which both countries are interested and which is actively supported by international organizations.

Minister Le Minh Hoan made many suggestions to further promote investment, trade and sustainable development ties between the two countries. That is, it is necessary to promote the connection of Vietnamese-Lao enterprises in the field of agriculture, to organize regular exchange activities, to establish the Vietnam-Laos Agricultural Enterprise Association.
At the meeting, the heads of the Ministry of Agriculture and Rural Development of Vietnam and the Ministry of Agriculture and Forestry of Laos reiterated that they would continue to effectively implement the trade agreement (signed on March 3, 2015) and the trade agreement between the two countries border between the two countries (signed on June 27, 2015).
At the same time, production in Laos is to be closely combined with Vietnam’s agricultural processing and export centers to transform Laos into a commodity area for processing agricultural products for export to Vietnam.
For investment projects, the two sides advise the governments of the two countries to promote and create favorable mechanisms to attract Vietnamese companies to invest in Laos in the agricultural sector. In particular, the areas of organic farming, organic fertilizer production, high-tech agriculture, construction of raw material areas and development of agro-forestry-fishing processing…
The Vietnamese side wants to work with Laos in conducting training and building biosecurity production chain models to add value to pork, poultry and beef production in Laos; It is suggested that Laos creates conditions for Vietnamese companies to explore areas for growing crops and raw materials for animal feed in Laos, assess the potential, invest in them and develop them.
At present, Vietnamese enterprises also need to export piglets, pork and pork, breeding chickens, broilers and chickens to Laos, so the Lao side of the Vietnamese side (Department of Animal Health) will soon issue conditions and requirements on diseases, veterinary hygiene and food safety to export live pigs and pork, to be able to export raw chicken and chicken meat from Vietnam to Laos.
On this occasion, the two leaders signed two important documents, including the minutes of the 2022 annual meeting between the two ministries to assess the cooperation situation for the period 2017-2022 and the cooperation plan for the period 2023-2024 in the field of agriculture and forestry and rural development; Minutes of the handover of the agricultural zoning project in the two provinces of Hua Phan and Xieng Khoang, Lao People’s Democratic Republic.
