On April 15, 2023, the People’s Committee of Le Loi Municipality (Thuong Tin District, Hanoi) issued a notice to 162 small traders at the north’s largest wholesale poultry market, Ha Vy, which prompted protests from small traders. Accordingly, the default rate for fixed retail space is VND 15,100/sqm, from September 2011 to September 2021.

A kiosk in Ha Vy market has an area of ​​21 m2. Multiplying the above amount, each small trader has to pay more than 38 million VND in the last 10 years. The total amount of arrears is over VND 6 billion, according to the above notification.

Since the above fee is unreasonable, since 2011, business households have signed a kiosk lease agreement with the People’s Committee of Le Loi Municipality for a period of 10 years and paid the full amount once (equivalent to VND 110 million). . In addition, households pay additional monthly electricity, water and cleaning fees as part of their business activities …

According to research by the Vietnam Agriculture Newspaper, the Ha Vy poultry market (Le Loi municipality) was originally an impromptu market. Some households in the municipality have been buying poultry (chickens, ducks, geese…) for trade and small businesses since before 2010.

The rental amount for the kiosk is 11 million VND/year collected for 10 years (the amount is 110 million VND/booth). Each stand has an area of ​​21 m², accompanied by conditions of compliance with environmental hygiene issues, guaranteeing the origin of goods, compliance with quarantine regulations, food hygiene and safety. In 2021, the lease for the kiosk expired and the People’s Committee of the Municipality of Le Loi signed an extension contract with small businesses.

From 2011 to today, Ha Vy Market has grown into the largest wholesale poultry market in the north, consuming up to 100 tons of poultry (chickens, ducks, geese, etc.) per day. Up to 200 tons of poultry daily at peak times.

The popularity of the Ha Vy wholesale market is so widespread that neighboring provinces such as Thanh Hoa, Nghe An, etc. also offer poultry transporters to Ha Vy for consumption. Ha Vy is considered to be the largest poultry wholesale market in Vietnam. The number of poultry that consume 10 million pieces a year is well known.

Frustrated Because District ‘Charges Poultry Stall Fees’

“Since 1997 we have spontaneously organized a poultry market in our village. With the attention of the state, the Thuong Tin County People’s Committee built and inaugurated a wholesale poultry market in 2009-2011.

When the market was completed, the Le Loi Municipality People’s Committee ordered the demolition of the old market in the village of Ha Vy, and then held a bidding process to rent a kiosk for the fair. Since then, the market has been functioning stably and growing, meeting the basic needs of people in dozens of neighboring provinces while providing production of livestock products for millions of farmers,” said Mr. Good.

During this time the market was business as usual, business and trading was business as usual, nothing happened. So far, small traders have received notice to “charge the cost of standing poultry”, each kiosk has to pay an amount of more than 38 million dong, which surprises and infuriates people.

“The amount of arrears is enormous, more than VND 6,152 billion. If this is justified and justified, we will file a lawsuit. However, the kiosk rental agreement does not contain these provisions. And if it is a fee to be paid, why does the district have a collection notice until now?” said Mr. Thanh.

The small traders of Ha Vy market have filed a collective complaint with the Le Loi Municipality Government and the Thuong Tin District People’s Committee, demanding dialogue and explanation with the population. They also hire a law firm to represent their interests.

“At that time, the relatives did not agree, and then the district did not mention this. Every year, the board of directors of the Ha Vy wholesale market reports in writing to the People’s Committee of the Municipality of Le Loi that this fee has not been collected. The incident lasted until April 2023 when there was a decision on the arrears,” Mr Viet said.

Speaking to the Vietnam Agriculture Newspaper, the Vice Chairman of the People’s Committee of Le Loi Commune and Chairman of the Board of Directors of the Ha Vy Luong Duy Binh Wholesale Market confirmed (replacing Mr Viet): The place has received complaints and recommendations from the local authorities. Ha Vy market has been in operation since 2011 and consists of two separate areas, a separate area for selling chickens and an area for selling geese and ducks. Rows of houses are built next to each other and then divided into close-meshed kiosks. Small traders buy poultry from many provinces of the country, collect it in Ha Vy, and then transport it to the place of consumption.

After more than 10 years of operation, Ha Vy wholesale market poultry trade and trade has formed a closed and professional circuit, although over time the market has deteriorated, the need to expand the market is also increasing.
