30% less pesticides and chemical fertilizers
On January 28, 2022, the Prime Minister issued Resolution No. 150 approving the “Sustainable Agricultural and Rural Development Strategy 2021-2030 with a vision to 2050”.
The strategy has defined the mission: “To develop integrated plant health management (IPHM) programs and introduce beneficial organisms into key crops to protect production and control soil degradation, soil ‘health’, human health, animals and the ecological environment to protect.” .
In order to concretise key tasks in the field of Integrated Plant Health Management (IPHM), on September 23, 2022, the Ministry of Agriculture and Rural Development issued an Action Plan (attached to Decision No. September 23, 2022) to promote the application of Integrated Plant Health Management for Key crops in Vietnam in 2022 – 2030.
The Action Plan aims that by 2030 over 80% of communities will have a core group of farmers with knowledge, skills and effective use of IPHM, able to guide other farmers using IPHM to effectively assess the results and spread to the community.
Regarding the training of trainers and guides, each province has at least 5 national IPHM trainers and 20 provincial IPHM trainers. Each community has at least 2 Community IPHM Facilitators and 5 Core IPHM Farmers.
Striving to apply 90% of the area of rice, vegetables, fruit trees, flowers and ornamental plants IPHM; 70% of the maize area applies IPHM; Industrial crops reach 70% of the IPHM application area in each province. This reduces the amount of pesticides by 30% and the amount of chemical fertilizers by 30%. Over 90% of municipalities collect pesticide packaging after use according to regulations.
8 tasks, solutions
In order to achieve the above goal, the Ministry of Agriculture and Rural Development has identified 8 tasks and solutions that need to be implemented. One of them is communication to raise awareness of IPHM, the application of digital technology in communication, raising awareness and ownership of IPHM at all levels, sectors and communities.
Dissemination of forms of community activities (clubs, forums, front-end seminars, exhibitions/fairs, assembly halls, etc.) for producers to share and exchange experiences in the application of technical advances, interact with experts, scientists, companies … to raise awareness and to sharpen the skills in IPHM application and market access…
The second is the development of IPHM manuals, including: developing and publishing a range of IPHM training materials for training programs for national IPHM trainers, provincial IPHM trainers and community and farmer leaders on IPHM. Assign specific responsibilities to each agency or entity
According to the Action Plan, funding for implementation will be secured by the central and local budgets in accordance with the regulations and allocated from development investment capital sources in the medium-term investment capital plan, non-business funding, period 2022 – 2030, in addition there is integrated support from relevant programs and projects; self-financed funds of socio-economic organizations; to mobilize legal funds from domestic and foreign donors, organizations and companies.

Coordinating with the Ministry of Crop Production, related agencies and units, provincial and municipal ministries of agriculture and rural development to implement IPHM integration in building safe production and consumption chains of agricultural products, food for domestic consumption and export to promote.
