On July 21, the Ministry of Agriculture and Rural Development sent a document to provincial and city people’s committees on the inspection of plant quarantine people in cultivation areas, export packing plants and at border gates.
The Ministry of Agriculture and Rural Development said it had received a number of notifications from the General Administration of Customs of China (GACC) related to violations of phytosanitary requirements in shipments of bananas, jackfruit, mangoes, longan fruit, dragon fruit and durian coming from China Vietnam were exported to the Chinese market.
The lax inspection and surveillance in growing areas and packaging plants leads to ineffective control of phytosanitary items of interest to the importing country and an increase in the number of shipments. If you break Chinese regulations, you even risk losing this important export market.
In order to ensure compliance and avoid the risk of strict control measures from China, as well as effectively and well manage phytosanitary objects directly in the cultivation areas and plants, the Ministry of Agriculture and Rural Development has proposed the provincial and city people’s committees Direct specialized agencies before place, some of the following:
– Providing sufficient resources for the inspection and surveillance of growing areas and packers that have been assigned codes; Strengthen the propaganda and dissemination of the Chinese regulations and technical guides of the Ministry of Agriculture and Rural Development (Plant Protection Department) for organizations and individuals involved in production and export to China. China knows and is sticking to it.
– Instructing the Ministry of Agriculture and Rural Development to strengthen the strict control of Chinese plant quarantine objects in the growing areas and packaging plants that have been issued regulations in the province; require packers to fully implement technical measures to ensure the removal of harmful organisms on goods prior to export; have a mechanism to monitor the packaging process in the packaging facilities.
– In the case of violations of plant quarantine regulations, according to China’s notification, the Ministry of Agriculture and Rural Development will override the relevant regulations to investigate the cause and take appropriate remedial measures.
– The Ministry of Agriculture and Rural Development will also take a measure to suspend the use of growing area codes and packaging facilities related to export shipments that do not meet the requirements of the Chinese side and violate the phytosanitary inspection many times.
The Ministry of Agriculture and Rural Development called on the people’s committees of provinces and cities with export border gates to instruct the relevant functional agencies to coordinate with the plant quarantine authority at the border gate to strictly control the goods in accordance with the regulations of China and importing countries.
Failure to verify or ensure compliance with the process can result in cases being overlooked that are still not compliant and still exported. This may result in China and the importing country applying stricter control measures and even suspending the import of any or all agricultural products from Vietnam.
