Accordingly, veterinary staff of townships, districts, cities and veterinary staff are responsible for assisting the township-level people’s committees in conducting veterinary activities and guiding the development of livestock breeding and aquaculture in the townships.
At that time, the entire Quang Tri Province had recruited 142 staff and 253 veterinary staff. The veterinary staff is entitled to a monthly allowance with a coefficient of 1-1.25, corresponding to the level from elementary school to university. Veterinary staff are entitled to a monthly allowance of 0.5 to 0.75, according to level from elementary school to university.

On December 9, 2021, the Quang Tri Provincial People’s Council at the 6th Session, Term VIII, issued Resolution 161/2021/NQ-HDND. Accordingly, the municipalities in the district are assigned 126 positions for veterinary activities. Each tariff is entitled to an allowance equal to the coefficient of 1.15 base salary/month.
Resolution 161 requires all community veterinarians to have an intermediate veterinary qualification. Resolution 161 makes no mention of the village’s veterinary workers system, meaning the system will be dissolved entirely.
History seems to be gradually standardizing the qualifications of municipal veterinary staff, but causes difficulties in recruitment. Some people who have seniority as community veterinarians but do not have an intermediate degree are “left.” Qualified people do not accept “living it out” with meager pocket money.
The first is for the Lowland and Midland districts. Most young people with middle education did not accept the low salary, so they applied to some farms with much higher salary or accepted to give up their degree to work as laborers. Therefore, after much effort, some districts in the lowlands of Quang Tri Province have hired the right number of municipal veterinary staff according to the prescribed quota.
On the other hand, the mountainous districts of Quang Tri province could not find middle-skilled people to apply for veterinary staff. Meanwhile, those who have worked as veterinary staff for decades have now come most of the way to practice veterinary medicine, they have the capacity, reputation and enthusiasm, but only certificates, practice, through training or at an elementary level are not qualified.
Therefore, although the recruitment of veterinary staff has been in place for more than a year, there are still 12 townships without veterinary staff throughout Quang Tri Province, according to statistics. Currently, Huong Hoa district has 9 communes, Trieu Phong has 2 communes and Dakrong has 1 commune.
In municipalities where veterinary staff cannot be recruited, the agricultural cadastral officer is put in charge of the veterinary work. However, most do not have veterinary qualifications, so during vaccination season or when an epidemic occurs, localities must deduct from sources of expenditure to contract veterinary staff seasonally.
However, the contract does not always go smoothly as most of them have new jobs. Animal shelters and veterinary centers sometimes have to send staff into communities to organize vaccinations because these places cannot find contractors.
The lack of veterinary staff has left many communities in extreme poverty
